Penn Avenue Townhomes
Cumberland, Maryland
IHA was awarded low-income tax credits/HOME funding to construct 25 lease-to-purchase townhomes and a community club house in partnership with the City of Cumberland, the State of Maryland, PIRHL Developers and Boston Financial Investment Management. The development furthers IHA’s mission by providing affordable housing opportunities to low and moderate income families earning at or below 60% of the area median income for Allegany County, MD.

The townhomes feature two, three and four bedrooms ranging from 1,279 – 1,649 square feet of space with walk-in closets, ample storage space, private balconies and patios, central heating and air conditioning and Energy Star rated windows and appliances that exceed requirements. Penn Avenue Townhomes is located at the intersection of East 2nd Street and Pennsylvania Avenue in a residential neighborhood and in close proximity to schools, public transportation, health care facilities and shopping.

Rolling Hills
Greencastle, Pennsylvania
In partnership with Dan Ryan Builders and Sandy Spring Bank, IHA will construct 14 side-by-side duplex homes in a diverse and established community consisting of single family homes, townhomes and duplexes. The Rolling Hills neighborhood is located at Lindale Avenue and PA Route 16 in Greencastle, PA. The Rolling Hills Housing Development furthers IHA’s mission by providing affordable housing opportunities to working families. The homes will be offered to first-time homebuyers at market prices, but with subsidized mortgages that are forgivable over a period of years. Interest rates will be based on income. The 1,606 square feet homes feature three bedrooms, 2 ½ baths and a garage.
Completed Communities
Monocacy Manor
Frederick, Maryland
Located within the city limits of Frederick, the Townhomes at Monocacy Manor offered an affordable homeownership opportunity for working families in an area generally priced out of reach. In addition to the 10 townhomes, IHA built a single-family home specifically designed for someone with physical challenges, but still not ready to move into an assisted living facility. Families displaced by the demolition of the Taney and Hanson public housing apartments as part of the city’s Hope VI program were given first priority to qualify for the new homes which are located in the Spring Valley subdivision close to TJ High School.
Union Street
Westminister, Maryland
IHA purchased and renovated several homes on Union Street for sale to first-time buyers as part of the City of Westminster’s Old Town Revitalization Project. By renovating existing homes, the unique character of the neighborhood was maintained. For working families, living within walking distance to employment, shopping, schools and childcare is a time and cost-savings bonus. A Home Buyer’s Club was established for the tenants of the homes to be renovated, where they gained the practical skills necessary to qualify for their first home.
Supportive Services
Homeownership Education and Counseling services provide prospective homeowners guidance and support to ensure program qualifications are met. These services include pre- and post-occupancy sessions on budgeting, credit and debt management, and how to save energy and do general home maintenance to minimize expenses. One-on-one and group training and counseling are provided based on the needs of the families.
