Board of Directors

Mark D. Berg, Board Chair

Mark has been involved in housing issues since 2004, leading a Citizens Learning Team on Affordable Housing for Penn State Cooperative Extension in Adams County, PA. He became Chair of the Housing Task Force to create a forum for stakeholders to discuss housing needs and share resources; to educate the community at large on issues surrounding workforce housing; to advocate for the creation of workforce housing options; and to advocate for the creation of new permanent housing options for other identifiable at-risk populations. The task force completed the county’s first Work Force/Affordable Housing Study, resulting in a series of recommendations to combat problems of lack of affordable housing in Adams County. Mr. Berg spent 36 years in the computer industry, specializing in mainframe computer performance measurement and evaluation, capacity planning, and chargeback/fee-for-service.

Elizabeth Chung, MS

Elizabeth has been with IHA since 2007. She is first generation immigrant from China 40 years ago. Her background and experience has been in community development within the Asian / immigrant community for the past 30 years. She founded three non-profit community service agencies in Ohio and Maryland. Her current position is Founder and Executive Director for the Learning Institute for Enrichment and Discovery Inc. (LIFE & Discovery), a community based agency in Frederick, Maryland whose mission is to develop and enrich the Frederick community by promoting the well-being of Asians in need. Elizabeth focuses on improving cultural understanding and access to education, housing, health and social services for needy Asian families. Elizabeth also served on the Asian and Pacific American Commission, appointed by Governor O’Malley in 2007. She received a Bachelor of Science degree from the University of Hawaii, and holds a Masters degree from the Pennsylvania State University in Public Health Nutrition.

David Doseff, Chair of the Finance Committee

David has been a member of the Interfaith Housing Alliance Finance Committee for the past 10 years. He became a member of the IHA Board of Directors in 2006 and the Treasurer in 2007. Prior to joining the IHA Board he held the position of Executive Vice President and Chief Financial Officer with Dan Ryan Builders for thirteen years, and was an executive with the First National Bank of Maryland in Baltimore for twelve years. He holds a Bachelor of Science degree in Finance from the University of Rhode Island, and an MBA from the University of Maryland. In addition to his work with Interfaith Housing Alliance David leads several Bible Studies and teaches Confirmation classes at St. Francis de Sales Catholic Church in Purcellville, Virginia and also serves as the chairman of their Building Committee.

Gail M. D’Angelo, Chair of the Nominating Committee

Gail is employed at M & T Bank as the Regional CRA Officer for Pennsylvania. She is based out of Harrisburg, Pennsylvania and is responsible for complying with the Community Reinvestment Act across the bank’s Pennsylvania footprint. She joined the IHA Board in 2004 and currently serves on the Executive Committee and as chair of the Nominating Committee. Gail also serves on the boards of the Community Action Commission of Harrisburg, Hope Station Opportunity Area of Carlisle, South Central Assembly of Harrisburg and Camp Curtin YMCA of Harrisburg addressing neighborhood and regional issues such as crime, poverty, youth outreach, housing, predatory lending and community development. Gail and her husband, Bob, reside in Mechanicsburg with their two children.

Patrick Haley, Chair of the Business Council

Patrick is the founder, President and CEO of BridgePath Scientific, a biotechnology firm headquartered in Frederick, MD. BridgePath Scientific was recognized as the 2010 Summit Award winner for Innovation, the Tech Council of Maryland’s 2010 Service Provider of the Year, and was a finalist for Small Business of the Year with the Maryland Chamber of Commerce. Patrick has served on more than 10 volunteer Boards and Councils over the past decade and was named Frederick County’s Volunteer of the Year for 2003 and 2008 as well as one the Frederick County’s “People to Watch” in 2000. Patrick was named as an “Entrepreneur to Watch for 2009” by Smart Company magazine and Entrepreneur of the Year for 2010 by the Entrepreneur Council of Frederick County. Patrick is a US Navy veteran and lives in Frederick with his wife, Mary and three children, Michael, Rose, and Ellen.

Rev. Derek Wadlington

Derek joined the IHA Board in late 2007. He and his wife Kim are Co-Pastors at Middle Spring Presbyterian Church in Shippensburg, PA, where they have been since July 2007. Derek currently serves as Vice-President of the Board for Shippensburg Produce and Outreach, President of Shippensburg Association of Christian Ministries, Chairs the Committee for Christian Education for the Presbytery of Carlisle, and volunteers as an AYSO soccer coach. He rides his bike in support of the Leukemia & Lymphoma Society’s Team In Training program, and is currently training for his third century ride with TNT. Derek received his AB in Sociology and music from Bowdoin College, has an MFA in Theatrical Lighting Design from Ohio University, and received his MDiv from Columbia Theological Seminary in Decatur, GA. While living in Atlanta he volunteered at the Outreach and Advocacy Center at Central Presbyterian Church. Derek strives to live into Jesus’ commandment that we love one another.

Rev. Marilyn Washburn, Board Secretary

Marilyn, an ordained minister of the United Church of Christ, has been affiliated with Interfaith Housing since 1992, serving on the board of directors, including time as chair. Throughout her ministry, she has been actively involved in issues of affordable housing, domestic violence, youth, and hunger. Marilyn has worked with Food Banks and Soup Kitchens in Boston, Mass; Concord and Exeter, New Hampshire; and here in Maryland where she works at the Food Bank at St. Mark’s Lutheran church each month. She has been on numerous mission trips, most recently to Florida and New Orleans to help rebuild homes. Marilyn currently serves on the board of directors of Hoffman Homes for Youth in Gettysburg, Pa which works with mentally ill and abused children. She retired from active ministry at Faith UCC in Frederick, MD in 2008 and serves as supply pastor for many churches in this area. She is also the president of the Auxiliary of Homewood at Williamsport, where she lives, which serves the many needs of the residents of the Health Care Facility.

T.C. Williams, CPA

T.C. joined the Board of Directors in 2004. He also serves on the Finance Committee. Other board experience includes Reaching Out to Others Together (ROOT Inc.), the New Vision Youth Service and the Long Branch Athletic Association. Mr. Williams did graduate work at the Evangel Theological Seminary in Harrisburg, VA and at the University of New Orleans in Louisiana. He earned his Bachelor’s degree in Accounting from the University of Maryland, College Park. Self-employed as a Certified Public Accountant, he runs a full service accounting firm.
